Nope. Rumor probably came from some company who claimed that normal products do, and theirs didn't.

Not unless you use something so bad it poisons your scalp, and most modern products aren't that strong. Your hair is dead from the scalp out just like your nails. What you see is the dead part; the live part is under the scalp, the root etc. You can't damage hair you don't have yet!
